The Vietnamese government had for a long time been very cautious about allowing free access to online information, considering it ‘a potential source of harm to the political, social and cultural integrity of the country’. As a result, Vietnam came late to Internet, the first service being offered in 1997. The high cost of access and slow connections subsequently kept the country’s total Internet subscriber-base low for some time. The number of Internet users grew from about 10,000 in 1998 to an estimated 21 million by early 2009, almost 25% of the population, as the market continued to grow strongly. The government said in 2008 that it would inject US$6.3 billion over a two year period to lift user Internet penetration in country to 35%. source: Vietname-Internet fromwww.budde.com.au Broadband services are finally taking off and accounted for 30.6% of all Internet connection at the end of 2008, compared with only 3.2% in 2004. After growing by 220.0% over the last 5 years, broadband customers reached 2.0 million at the end of 2008. Significant growth is expected to continue over the next 5 years with dial-up/broadband substitution increasing steadily. Broadband subscribers are forecasted to grow at an average rate of 32.7% over the next 5 year to reach 8.4 million by the end of 2013. Nearly 90% of Vietnamese online users living in the country's biggest cities have read news on the Internet and 82% have used search engines. Nearly three quarters of them (73%) have used chat while more than two thirds (67%) of them have listened to music or downloaded music. (source: Vietnamnet/ICTNews/Yahoo!/TNS) News sites such as 24H.com.vn, dantri.com.vn, vnexpress.net and vietnamnet.vn account for 6/10 of the most visited destinations for Vietnamese Internet users. Social networking is a favourite pastime amongst Vietnamese online users. Nearly three quarters (72%) of 18 to 30 year olds, and 43% of the older population use social networking sites to interact with their friends and family. Gaming is another trend taking over Vietnam. There are various estimates of the number of online gamers in the country, with some indicating that more than half (57%) of the youth in urban cities are actively playing games on sites like vinagame.vn. Vietnamese Internet users are fans of video-sharing sites such as Clip.vn and YouTube and ones that offer musical search like Zing, Baamboo, and 7 sac. | Postal offices are important providers of services such as telephone calls (PSTN) and Internet access. Voice over Internet Protocol (VoIP) is an increasingly popular means of communication; cybercafés in Ho Chi Minh City, for example, often explicitly advertise VoIP services, and some only provide VoIP (rather than a range of Internet services). Internet access via satellite is not permitted, in part to maintain the monopoly on satellite services enjoyed by VNPT. Pre-paid Internet access cards are readily available and provide a measure of anonymity to users who employ them. Currently, Vietnam has twelve operational internet service providers as listed below. However, three main operators hold up to approximately 95% of the market, namely: Vietnam Post and Telecoms Group (VNPT), FPT Group and the Vietnamese military-run telecom firm (Viettel). Even though the number of providers increased from nine in 1/2008 to twelve in 1/2009, their shares decreased substantially from approximately 13% to 5%. The main reason for this low market share is primarily because of their lack of infrastructure and the spurt in growth of the state-owned VNPT.
